TOI-1246 is one such system, with a moderately bright K-dwarf (V=11.6, K=9.9) and four transiting sub-Neptunes identified by TESS with orbital periods of 4.31, 5.90, 18.66, and 37.92days. We collected 130 radial velocity observations with Keck/HIRES and TNG/HARPS-N to measure planet masses. We refit the 14 sectors of TESS photometry to refine planet radii (2.97{+/-}0.06R{Earth}, 2.47{+/-}0.08R{Earth}, 3.46{+/-}0.09R{Earth}, and 3.72{+/-}0.16R{Earth}) and confirm the four planets. We find that TOI-1246 e is substantially more massive than the three inner planets (8.1{+/-}1.1M{Earth}, 8.8{+/-}1.2M{Earth}, 5.3{+/-}1.7M{Earth}, and 14.8{+/-}2.3M{Earth}). The two outer planets, TOI-1246d and TOI-1246e, lie near to the 2:1 resonance (Pe/Pd=2.03) and exhibit transit-timing variations. TOI-1246 is one of the brightest four-planet systems, making it amenable for continued observations. It is one of only five systems with measured masses and radii for all four transiting planets. The planet densities range from 0.70{+/-}0.24 to 3.21{+/-}0.44g/cm^3^, implying a range of bulk and atmospheric compositions. We also report a fifth planet candidate found in the RV data with a minimum mass of 25.6{+/-}3.6M{Earth}. This planet candidate is exterior to TOI-1246e, with a candidate period of 93.8days, and we discuss the implications if it is confirmed to be planetary in nature.</description><source format="bibcode">2022AJ....163..293T</source><referenceURL>https://cdsarc.cds.unistra.fr/viz-bin/cat/J/AJ/163/293</referenceURL><type>Catalog</type><contentLevel>Research</contentLevel><relationship><relationshipType>IsServedBy</relationshipType><relatedResource ivo-id="ivo://CDS.VizieR/TAP">TAP VizieR generic service</relatedResource></relationship><relationship><relationshipType>related-to</relationshipType><relatedResource ivo-id="ivo://CDS.VizieR/I/259">I/259 : The Tycho-2 Catalogue (Hog+ 2000)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/VI/120">VI/120 : High-resolution synthetic stellar library (Coelho+, 2005)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/ApJ/687/1264">J/ApJ/687/1264 : Age estimation for solar-type dwarfs (Mamajek+, 2008)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/ApJ/720/1118">J/ApJ/720/1118 : i-band photometry of HAT-P-16 (Buchhave+, 2010)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/ApJ/725/875">J/ApJ/725/875 : Chromospheric activity for CPS stars (Isaacson+, 2010)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/other/A+ARV/18.67">J/other/A+ARV/18.67 : Accurate masses and radii of normal stars (Torres+, 2010)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/AJ/142/19">J/AJ/142/19 : Speckle observations of KOI (Howell+, 2011)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/A+A/546/A27">J/A+A/546/A27 : Radial velocity and photometry for GJ3470 (Bonfils+, 2012)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/other/Nat/486.375">J/other/Nat/486.375 : Stellar parameters of KOI stars (Buchhave+, 2012)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/MNRAS/426/739">J/MNRAS/426/739 : Velocities for seven transiting hot Jupiters (Hellier+, 2012)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/A+A/546/A10">J/A+A/546/A10 : Multiplicity transiting planet-host stars (Lillo-Box+, 2012)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/MNRAS/421/2342">J/MNRAS/421/2342 : 4 Kepler systems transit timing observation (Steffen+, 2012)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/MNRAS/432/1203">J/MNRAS/432/1203 : Rotation periods of M-dwarf stars (McQuillan+, 2013)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/ApJ/776/67">J/ApJ/776/67 : Rotational tracks (van Saders+, 2013)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/ApJ/790/146">J/ApJ/790/146 : Planets in Kepler's multi-transiting systems (Fabrycky+, 2014)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/ApJ/785/15">J/ApJ/785/15 : Transit times Kepler-79's known planets (Jontof-Hutter+, 2014)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/A+A/566/A103">J/A+A/566/A103 : Kepler planet host candidates imaging (Lillo-Box+, 2014)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/ApJ/784/45">J/ApJ/784/45 : Kepler's multiple planet candidates.
