The Cassini Imaging Science Subsystem (ISS) took a lot of Phoebe images between 2004 and 2017, but only a selection of them has been reduced. In this paper, we reduced the remaining ISS images of Phoebe. In the reduction, the Gaia EDR3 catalogue was used to provide the reference stars' positions, and the modified moment was used to measure the centre of image stars and Phoebe. Finally, a total of 834 ISS images of Phoebe have been reduced successfully. Compared with the JPL ephemeris SAT375, Phoebe's positions are consistent. The average residuals in the right ascension and declination are 0.08" and 0.05", and the standard deviations of the residuals are about 0.20". In terms of residuals in linear units, the means in the right ascension and declination are about 5km and 2km, respectively; The standard deviations are about 11km. Compared with the JPL ephemeris SAT427 and IMCCE ephemeris PH20, our measurements show a strong bias and a large dispersion.</description><source format="bibcode">2022P&amp;SS..22105553Z</source><referenceURL>https://cdsarc.cds.unistra.fr/viz-bin/cat/J/other/PSS/221.05553</referenceURL><type>Catalog</type><contentLevel>Research</contentLevel><relationship><relationshipType>IsServedBy</relationshipType><relatedResource ivo-id="ivo://CDS.VizieR/TAP">TAP VizieR generic service</relatedResource></relationship><relationship><relationshipType>IsServedBy</relationshipType><relatedResource>Conesearch service</relatedResource></relationship><relationship><relationshipType>related-to</relationshipType><relatedResource ivo-id="ivo://CDS.VizieR/J/other/KFNT/15.483">J/other/KFNT/15.483 : Positions of Thebe and Amalthea (Ledovskaya+ 1999)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/A+A/391/767">J/A+A/391/767 : CCD observations of Phoebe in 1998-1999 (Fienga+, 2002)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/A+A/454/379">J/A+A/454/379 : 2003-2004 Phoebe CCD astrometry (Qiao+, 2006)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/A+A/493/1183">J/A+A/493/1183 : Saturn major satellites observations (1874-2007)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/A+A/553/A36">J/A+A/553/A36 : Astrometry of the Saturnian satellites 2004-12</relatedResource></relationship></content><rights>https://cds.unistra.fr/vizier-org/licences_vizier.html</rights><capability><interface xsi:type="vr:WebBrowser"><accessURL use="full">https://vizier.cds.unistra.fr/viz-bin/VizieR-2?-source=J/other/PSS/221.05553</accessURL><mirrorURL title="VizieR at IUCAA: Pune, India">https://vizier.iucaa.in/viz-bin/VizieR-2?-source=J/other/PSS/221.05553</mirrorURL><mirrorURL title="VizieR at SAAO: SAAO, South Africa">http://vizieridia.saao.ac.za/viz-bin/VizieR-2?-source=J/other/PSS/221.05553</mirrorURL></interface></capability><capability><interface xsi:type="vs:ParamHTTP"><accessURL use="base">https://vizier.cds.unistra.fr/viz-bin/votable?-source=J/other/PSS/221.05553</accessURL><mirrorURL title="VizieR at IUCAA: Pune, India">https://vizier.iucaa.in/viz-bin/votable?-source=J/other/PSS/221.05553</mirrorURL><mirrorURL title="VizieR at SAAO: SAAO, South Africa">http://vizieridia.saao.ac.za/viz-bin/votable?-source=J/other/PSS/221.05553</mirrorURL><queryType>GET</queryType><resultType>text/xml+votable</resultType></interface></capability><capability standardID="ivo://ivoa.net/std/TAP#aux"><interface xsi:type="vs:ParamHTTP" role="std"><accessURL use="base">https://tapvizier.cds.unistra.fr/TAPVizieR/tap</accessURL></interface></capability><capability xsi:type="cs:ConeSearch" standardID="ivo://ivoa.net/std/ConeSearch"><description>Cone search capability for table J/other/PSS/221.05553/table3 (Astrometric observation of Cassini's ISS NAC of Phoebe)</description><interface xsi:type="vs:ParamHTTP" role="std"><accessURL use="base">https://vizier.cds.unistra.fr/viz-bin/conesearch/J/other/PSS/221.05553/table3?</accessURL><mirrorURL title="VizieR at IUCAA: Pune, India">https://vizier.iucaa.in/viz-bin/conesearch/J/other/PSS/221.05553/table3?</mirrorURL><mirrorURL title="VizieR at SAAO: SAAO, South Africa">http://vizieridia.saao.ac.za/viz-bin/conesearch/J/other/PSS/221.05553/table3?</mirrorURL><queryType>GET</queryType><resultType>text/xml+votable</resultType></interface><maxSR>180.0</maxSR><maxRecords>50000</maxRecords><verbosity>true</verbosity><testQuery><ra>28.2921652</ra><dec>6.4001975</dec><sr>0.005555555555555556</sr></testQuery></capability><coverage><spatial>6/164 205 216 303 312 342 350 404 4412 4448 4584-4585 4811 4827-4828 4835-4837 4857 4909 4912 4992 5302-5303 6170 6190-6191 6198 6200 6215 6240 17897 17899-17900 18186-18187 18189-18191 18199-18201 18204 18208 18242-18243 24224 24226-24227 24426 24432 24460 24465 24480 25720-25721 25791 25870 26133 27669 28860 44444 44446 44750 44772 44857</spatial><footprint ivo-id="ivo://ivoa.net/std/moc">https://cdsarc.cds.unistra.fr/viz-bin/moc/J/other/PSS/221.05553?format=ascii</footprint></coverage><tableset><schema><name>default</name><table><name>J/other/PSS/221.05553/table3</name><description>Astrometric observation of Cassini's ISS NAC of Phoebe</description><column><name>recno</name><description>Record number assigned by the VizieR team.
