In the second paper of this series, we determine the mass and energetics of ionized outflows is 234 type II AGN, the largest such sample to date, by combining the infrared emission of the dust in the wind (Paper I, Baron &amp; Netzer, 2019MNRAS.482.3915B) with the emission line properties. We provide new general expressions for the properties of the outflowing gas, which depend on the ionization state of the gas. We also present a novel method to estimate the electron density in the outflow, based on optical line ratios and on the known location of the wind. The inferred electron densities, n_e_~10^4.5^cm^^-3^, are two orders of magnitude larger than typically assumed in most other cases of ionized outflows. We argue that the discrepancy is due to the fact that the commonly-used [SII]-based method underestimates the true density by a large factor. As a result, the inferred mass outflow rates and kinetic coupling efficiencies are dM/dt_out_~10^-2^(dM_{sun}_/yr) and epsilon=dE/dt_kin_/L_bol_~10^-5^ respectively, 1-2 orders of magnitude lower than previous estimates. Our analysis suggests the existence of a significant amount of neutral atomic gas at the back of the outflowing ionized gas clouds, with mass that is a factor of a few larger than the observed ionized gas mass. This has significant implications for the estimated mass and energetics of such flows.</description><source format="bibcode">2019MNRAS.486.4290B</source><referenceURL>https://cdsarc.cds.unistra.fr/viz-bin/cat/J/MNRAS/486/4290</referenceURL><type>Catalog</type><contentLevel>Research</contentLevel><relationship><relationshipType>IsServedBy</relationshipType><relatedResource ivo-id="ivo://CDS.VizieR/TAP">TAP VizieR generic service</relatedResource></relationship><relationship><relationshipType>IsServedBy</relationshipType><relatedResource>Conesearch service</relatedResource></relationship></content><rights>https://cds.unistra.fr/vizier-org/licences_vizier.html</rights><capability><interface xsi:type="vr:WebBrowser"><accessURL use="full">https://vizier.cds.unistra.fr/viz-bin/VizieR-2?-source=J/MNRAS/486/4290</accessURL><mirrorURL title="VizieR at IUCAA: Pune, India">https://vizier.iucaa.in/viz-bin/VizieR-2?-source=J/MNRAS/486/4290</mirrorURL><mirrorURL title="VizieR at SAAO: SAAO, South Africa">http://vizieridia.saao.ac.za/viz-bin/VizieR-2?-source=J/MNRAS/486/4290</mirrorURL></interface></capability><capability><interface xsi:type="vs:ParamHTTP"><accessURL use="base">https://vizier.cds.unistra.fr/viz-bin/votable?-source=J/MNRAS/486/4290</accessURL><mirrorURL title="VizieR at IUCAA: Pune, India">https://vizier.iucaa.in/viz-bin/votable?-source=J/MNRAS/486/4290</mirrorURL><mirrorURL title="VizieR at SAAO: SAAO, South Africa">http://vizieridia.saao.ac.za/viz-bin/votable?-source=J/MNRAS/486/4290</mirrorURL><queryType>GET</queryType><resultType>text/xml+votable</resultType></interface></capability><capability standardID="ivo://ivoa.net/std/TAP#aux"><interface xsi:type="vs:ParamHTTP" role="std"><accessURL use="base">https://tapvizier.cds.unistra.fr/TAPVizieR/tap</accessURL></interface></capability><capability xsi:type="cs:ConeSearch" standardID="ivo://ivoa.net/std/ConeSearch"><description>Cone search capability for table J/MNRAS/486/4290/table (Properties of the 234 type II AGN sample)</description><interface xsi:type="vs:ParamHTTP" role="std"><accessURL use="base">https://vizier.cds.unistra.fr/viz-bin/conesearch/J/MNRAS/486/4290/table?</accessURL><mirrorURL title="VizieR at IUCAA: Pune, India">https://vizier.iucaa.in/viz-bin/conesearch/J/MNRAS/486/4290/table?</mirrorURL><mirrorURL title="VizieR at SAAO: SAAO, South Africa">http://vizieridia.saao.ac.za/viz-bin/conesearch/J/MNRAS/486/4290/table?</mirrorURL><queryType>GET</queryType><resultType>text/xml+votable</resultType></interface><maxSR>180.0</maxSR><maxRecords>50000</maxRecords><verbosity>true</verbosity><testQuery><ra>258.4595833</ra><dec>57.4986389</dec><sr>0.005555555555555556</sr></testQuery></capability><coverage><spatial>6/4108 4118 4166 4179 4221 4301 4339 4381 4391 4404 4431 4452 4460 4469 4531 4573-4574 4643 4652 4697 4846 4866 4909 4963 5038 5055 5113 5116 5234 5249 5263 5379 5594 5600 5612 5665-5667 5692 5779 5781 5896 5981 6009 6020 6093 6233 6242 6437 6451 6464 6487 6515 6547 6572 6607 7207 7288 7311 7417 7515 7559 8209 8260 8320 8342 8351 8416 8420 8461 8650 8695 8724 8777 8800 8812 8822 8826 8829 8846 8862 8919 8933 8947 8974 8997 9030 9037 9050 9054 9094 9129 9136 9160 9179-9180 9184 9201 9266 9268 9310 9320 9371 9439 9441 9443 9632 9735 9750 9809 9848 9925 9989 10146 10182 10326 10342 10421 10445 10499 10514 10519 10547 10602 10609 10691 10698 10705 10707 10711 10722 10740 10749 10855 10862 10880 10885 10890 10913 10937 10989 10991 11001 11006 11018 11037 11101 11151 11185 11230 11255 11419 11470 11817 11841 11846 11918 12382 17213 17308 18085 18176 18525 18626 18795 18856 19110 19117 19403 19429 19686 19704 19755 22010 22012 25994 26019 26052 26074 26141 26247 26277 26374 26420 26492 26528 26591 26942 26948 26962 26978 27043 27230-27231 27247 27317 27321 27395 27450 27559 27765 27800 27817 27859 27870 27882 27887 27990 28109 28177 28202 28218 28228 28290 28307 28362 28446 28511 28557 28598 28615 28662 28665 31445 31448 31471 31530 31692 31734 32674 36782</spatial><footprint ivo-id="ivo://ivoa.net/std/moc">https://cdsarc.cds.unistra.fr/viz-bin/moc/J/MNRAS/486/4290?format=ascii</footprint><waveband>Infrared</waveband></coverage><tableset><schema><name>default</name><table><name>J/MNRAS/486/4290/table</name><description>Properties of the 234 type II AGN sample</description><column><name>z</name><description>Redshift (redshift)</description><ucd>src.redshift</ucd><dataType xsi:type="vs:VOTableType">double</dataType></column><column><name>recno</name><description>Record number assigned by the VizieR team.
