We report that NGC 2617 went through a dramatic outburst, during which its X-ray flux increased by over an order of magnitude followed by an increase of its optical/ultraviolet (UV) continuum flux by almost an order of magnitude. NGC 2617, classified as a Seyfert 1.8 galaxy in 2003, is now a Seyfert 1 due to the appearance of broad optical emission lines and a continuum blue bump. Such "changing look active galactic nuclei (AGNs)" are rare and provide us with important insights about AGN physics. Based on the H{beta} line width and the radius-luminosity relation, we estimate the mass of central black hole (BH) to be (4+/-1)x10^7^ M_{sun}_. When we cross-correlate the light curves, we find that the disk emission lags the X-rays, with the lag becoming longer as we move from the UV (2-3 days) to the NIR (6-9 days). Also, the NIR is more heavily temporally smoothed than the UV. This can largely be explained by a simple model of a thermally emitting thin disk around a BH of the estimated mass that is illuminated by the observed, variable X-ray fluxes.</description><source format="bibcode">2014ApJ...788...48S</source><referenceURL>https://cdsarc.cds.unistra.fr/viz-bin/cat/J/ApJ/788/48</referenceURL><type>Catalog</type><contentLevel>Research</contentLevel><relationship><relationshipType>IsServedBy</relationshipType><relatedResource ivo-id="ivo://CDS.VizieR/TAP">TAP VizieR generic service</relatedResource></relationship><relationship><relationshipType>related-to</relationshipType><relatedResource ivo-id="ivo://CDS.VizieR/VII/173">VII/173 : Catalogue of Seyfert Galaxies (Lipovetsky+, 1988)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/II/339">II/339 : Swift/UVOT Serendipitous Source Catalog (Yershov, 2015)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/ApJ/705/14">J/ApJ/705/14 : Seyfert galaxies in the mid-IR (Deo+, 2009)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/ApJ/713/L11">J/ApJ/713/L11 : X-ray properties of Seyfert 1 galaxies (Zhou+, 2010)</relatedResource></relationship></content><rights>https://cds.unistra.fr/vizier-org/licences_vizier.html</rights><capability><interface xsi:type="vr:WebBrowser"><accessURL use="full">https://vizier.cds.unistra.fr/viz-bin/VizieR-2?-source=J/ApJ/788/48</accessURL><mirrorURL title="VizieR at IUCAA: Pune, India">https://vizier.iucaa.in/viz-bin/VizieR-2?-source=J/ApJ/788/48</mirrorURL><mirrorURL title="VizieR at SAAO: SAAO, South Africa">http://vizieridia.saao.ac.za/viz-bin/VizieR-2?-source=J/ApJ/788/48</mirrorURL></interface></capability><capability><interface xsi:type="vs:ParamHTTP"><accessURL use="base">https://vizier.cds.unistra.fr/viz-bin/votable?-source=J/ApJ/788/48</accessURL><mirrorURL title="VizieR at IUCAA: Pune, India">https://vizier.iucaa.in/viz-bin/votable?-source=J/ApJ/788/48</mirrorURL><mirrorURL title="VizieR at SAAO: SAAO, South Africa">http://vizieridia.saao.ac.za/viz-bin/votable?-source=J/ApJ/788/48</mirrorURL><queryType>GET</queryType><resultType>text/xml+votable</resultType></interface></capability><capability standardID="ivo://ivoa.net/std/TAP#aux"><interface xsi:type="vs:ParamHTTP" role="std"><accessURL use="base">https://tapvizier.cds.unistra.fr/TAPVizieR/tap</accessURL></interface></capability><coverage><footprint ivo-id="ivo://ivoa.net/std/moc"/><waveband>X-ray</waveband><waveband>Infrared</waveband><waveband>Optical</waveband></coverage><tableset><schema><name>default</name><table><name>J/ApJ/788/48/table1</name><description>Photometric Observations</description><column><name>Band</name><description>Observational band</description><ucd>instr.bandpass</ucd><dataType xsi:type="vs:VOTableType" arraysize="12*">char</dataType></column><column><name>recno</name><description>Record number assigned by the VizieR team.
