We also report new velocities from the APF and the Planet Finder Spectrograph and updated orbital fits for the known exoplanet host stars GJ686 and HD180617. Of the newly discovered planets, HD 190007b has a period of P=11.72 days, an RV semiamplitude of K=5.64{+/-}0.55m/s, a minimum mass of Mpl=16.46{+/-}1.66M{Earth}, and orbits the slightly metal-rich, active K4V star HD 190007. For HD 216520b, we find P=35.45days, K=2.28{+/-}0.20m/s, and Mpl=10.26{+/-}0.99M{Earth}, while for HD216520c, P=154.43days, K=1.29{+/-} 0.22m/s, and Mpl=9.44{+/-}1.63M{Earth}. Both planets orbit the slightly metal-poor, inactive K0V star HD216520. Our updated best-fit models for HD180617b and GJ686b are in good agreement with the published results. For HD180617b, we obtain P=105.91days and Mpl=12.214{+/-}1.05M{Earth}. For GJ686b, we find P=15.53days and Mpl=6.624{+/-}0.432M{Earth}. Using an injection-recovery exercise, we find that HD190007b and HD216520b are unlikely to have additional planets with masses and orbital periods within a factor of 2, in marked contrast to ~85% of planets in this mass and period range discovered by Kepler.</description><source format="bibcode">2021AJ....161...10B</source><referenceURL>https://cdsarc.cds.unistra.fr/viz-bin/cat/J/AJ/161/10</referenceURL><type>Catalog</type><contentLevel>Research</contentLevel><relationship><relationshipType>IsServedBy</relationshipType><relatedResource ivo-id="ivo://CDS.VizieR/TAP">TAP VizieR generic service</relatedResource></relationship><relationship><relationshipType>related-to</relationshipType><relatedResource ivo-id="ivo://CDS.VizieR/III/159">III/159 : Ca II H and K Measurements Made at MWO (Duncan+ 1991)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/II/246">II/246 : 2MASS All-Sky Catalog of Point Sources (Cutri+ 2003)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/II/311">II/311 : WISE All-Sky Data Release (Cutri+ 2012)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/II/335">II/335 : Revised catalog GALEX UV sources (GUVcat_AIS GR6+7) (Bianchi+ 2017)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/I/345">I/345 : Gaia DR2 (Gaia Collaboration, 2018)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/I/349">I/349 : StarHorse, Gaia DR2 photo-astrometric distances (Anders+, 2019)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/IV/38">IV/38 : TESS Input Catalog - v8.0 (TIC-8) (Stassun+, 2019)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/AJ/126/2048">J/AJ/126/2048 : NStars project: the Northern Sample.
