We report the first photometric results from the survey that began in 2013 August. Photometric observations were performed using 1-4m class telescopes around the world. We present rotational periods and light curve amplitudes for 86 sub-km NEOs, though in some cases only lower limits are provided. Our main goal is to obtain light curves for small NEOs (typically, sub-km objects) and estimate their rotational periods, light curve amplitudes, and shapes. These properties are used for a statistical study to constrain overall properties of the NEO population. A weak correlation seems to indicate that smaller objects are more spherical than larger ones. We also report seven NEOs that are fully characterized (light curve and visible spectra) as the most suitable candidates for a future human or robotic mission. Viable mission targets are objects fully characterized, with {Delta}v^NHATS^{&lt;=}12km/s, and a rotational period P&gt;1hr. Assuming a similar rate of object characterization as reported in this paper, approximately 1230 NEOs need to be characterized in order to find 100 viable mission targets.</description><source format="bibcode">2016AJ....152..163T</source><referenceURL>https://cdsarc.cds.unistra.fr/viz-bin/cat/J/AJ/152/163</referenceURL><type>Catalog</type><contentLevel>Research</contentLevel><relationship><relationshipType>IsServedBy</relationshipType><relatedResource ivo-id="ivo://CDS.VizieR/TAP">TAP VizieR generic service</relatedResource></relationship><relationship><relationshipType>related-to</relationshipType><relatedResource ivo-id="ivo://CDS.VizieR/B/astorb">B/astorb : Orbits of Minor Planets (Bowell+ 2014)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/A+A/511/A49">J/A+A/511/A49 : Lightcurves of 12 NEAs (Kwiatkowski+, 2010)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/A+A/509/A94">J/A+A/509/A94 : Lightcurves of 14 NEAs (Kwiatkowski+, 2010)</relatedResource><relatedResource>http://www.minorplanetcenter.net/ : Minor Planet Center (MPC)</relatedResource><relatedResource>https://manosobs.wordpress.com/ : MANOS website</relatedResource><relatedResource>https://pds.nasa.gov/ : Planetary Data System (PDS)</relatedResource></relationship></content><rights>https://cds.unistra.fr/vizier-org/licences_vizier.html</rights><capability><interface xsi:type="vr:WebBrowser"><accessURL use="full">https://vizier.cds.unistra.fr/viz-bin/VizieR-2?-source=J/AJ/152/163</accessURL><mirrorURL title="VizieR at IUCAA: Pune, India">https://vizier.iucaa.in/viz-bin/VizieR-2?-source=J/AJ/152/163</mirrorURL><mirrorURL title="VizieR at SAAO: SAAO, South Africa">http://vizieridia.saao.ac.za/viz-bin/VizieR-2?-source=J/AJ/152/163</mirrorURL></interface></capability><capability><interface xsi:type="vs:ParamHTTP"><accessURL use="base">https://vizier.cds.unistra.fr/viz-bin/votable?-source=J/AJ/152/163</accessURL><mirrorURL title="VizieR at IUCAA: Pune, India">https://vizier.iucaa.in/viz-bin/votable?-source=J/AJ/152/163</mirrorURL><mirrorURL title="VizieR at SAAO: SAAO, South Africa">http://vizieridia.saao.ac.za/viz-bin/votable?-source=J/AJ/152/163</mirrorURL><queryType>GET</queryType><resultType>text/xml+votable</resultType></interface></capability><capability standardID="ivo://ivoa.net/std/TAP#aux"><interface xsi:type="vs:ParamHTTP" role="std"><accessURL use="base">https://tapvizier.cds.unistra.fr/TAPVizieR/tap</accessURL></interface></capability><coverage><footprint ivo-id="ivo://ivoa.net/std/moc"/></coverage><tableset><schema><name>default</name><table><name>J/AJ/152/163/table1</name><description>*Summary of observations</description><column><name>Object</name><description>Object name</description><ucd>meta.id</ucd><dataType xsi:type="vs:VOTableType" arraysize="9*">char</dataType></column><column><name>Name</name><description>Object name</description><ucd>meta.id;meta.main</ucd><dataType xsi:type="vs:VOTableType" arraysize="10*">char</dataType></column><column><name>recno</name><description>Record number assigned by the VizieR team.
