X-ray observations are currently the best means of detecting and characterizing galaxy clusters. Therefore X-ray surveys for galaxy clusters are one of the best ways to obtain a statistical census of the galaxy cluster population. In this paper we describe the construction of the REFLEX II galaxy cluster survey based on the southern part of the ROSAT All-Sky Survey. REFLEX II extends the REFLEX I survey by a factor of about two down to a flux limit of 1.8x10^-12^erg/s/cm^2^ (0.1-2.4keV). We describe the determination of the X-ray parameters, the process of X-ray source identification, and the construction of the survey selection function. The REFLEX II cluster sample comprises currently 915 objects. A standard selection function is derived for a lower source count limit of 20 photons in addition to the flux limit. The median redshift of the sample is z=0.102. Internal consistency checks and the comparison to several other galaxy cluster surveys imply that REFLEX II is better than 90% complete with a contamination less than 10%. With this publication we give a comprehensive statistical description of the REFLEX II survey and provide all the complementary information necessary for a proper modelling of the survey for astrophysical and cosmological applications.</description><source format="bibcode">2013A&amp;A...555A..30B</source><referenceURL>https://cdsarc.cds.unistra.fr/viz-bin/cat/J/A+A/555/A30</referenceURL><type>Catalog</type><contentLevel>Research</contentLevel><relationship><relationshipType>IsServedBy</relationshipType><relatedResource ivo-id="ivo://CDS.VizieR/TAP">TAP VizieR generic service</relatedResource></relationship><relationship><relationshipType>related-to</relationshipType><relatedResource ivo-id="ivo://CDS.VizieR/IX/10">IX/10 : ROSAT All-Sky Bright Source Catalogue (1RXS) (Voges+ 1999)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/IX/29">IX/29 : ROSAT All-Sky Survey Faint Source Catalog (Voges+ 2000)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/A+A/499/357">J/A+A/499/357 : REFLEX galaxies redshifts (Guzzo+, 2009)</relatedResource><relatedResource ivo-id="ivo://CDS.VizieR/J/A+A/425/367">J/A+A/425/367 : REFLEX Galaxy Cluster Survey catalogue (Boehringer+, 2004)</relatedResource></relationship></content><rights>https://cds.unistra.fr/vizier-org/licences_vizier.html</rights><capability><interface xsi:type="vr:WebBrowser"><accessURL use="full">https://vizier.cds.unistra.fr/viz-bin/VizieR-2?-source=J/A+A/555/A30</accessURL><mirrorURL title="VizieR at IUCAA: Pune, India">https://vizier.iucaa.in/viz-bin/VizieR-2?-source=J/A+A/555/A30</mirrorURL><mirrorURL title="VizieR at SAAO: SAAO, South Africa">http://vizieridia.saao.ac.za/viz-bin/VizieR-2?-source=J/A+A/555/A30</mirrorURL></interface></capability><capability><interface xsi:type="vs:ParamHTTP"><accessURL use="base">https://vizier.cds.unistra.fr/viz-bin/votable?-source=J/A+A/555/A30</accessURL><mirrorURL title="VizieR at IUCAA: Pune, India">https://vizier.iucaa.in/viz-bin/votable?-source=J/A+A/555/A30</mirrorURL><mirrorURL title="VizieR at SAAO: SAAO, South Africa">http://vizieridia.saao.ac.za/viz-bin/votable?-source=J/A+A/555/A30</mirrorURL><queryType>GET</queryType><resultType>text/xml+votable</resultType></interface></capability><capability standardID="ivo://ivoa.net/std/TAP#aux"><interface xsi:type="vs:ParamHTTP" role="std"><accessURL use="base">https://tapvizier.cds.unistra.fr/TAPVizieR/tap</accessURL></interface></capability><coverage><footprint ivo-id="ivo://ivoa.net/std/moc"/><waveband>X-ray</waveband><waveband>Optical</waveband></coverage><tableset><schema><name>default</name><table><name>J/A+A/555/A30/table2</name><description>Count rate to flux conversion (for z=0)</description><column><name>recno</name><description>Record number assigned by the VizieR team.
